generally,quantifiers such as some,a little,a lot of,etc.are used with uncountable nouns.example:
my friend gave e some rice,
can you borrow a little sugar from our neighbour?
in sentence such as these,it is necessary to use a quantifier  before 
the uncountable noun because the meaning expressed is "a certain quantity of something".But in some other contexts we can use uncountable nouns without quantity.

some special cases;
quantifiers❌ uncountable noun.
Example:I prefer tea to coffee.
people suffering from diabetes should avoid sugar .

Look at the expression ,a packet of washing ,a tube of toothpaste,a bottle of milk.Each contains uncountable noun.

In English there are certain fixed expression which are used to refer to "units"of such uncountable things:
For example:a packet of washing ,a tube of toothpaste,a bottle milk etc.

Example a pen / two pen, a pieces or ten pieces etc. uncountable nouns such as rice, sugar, milk etc refers to things that cannot be counted although some of them measured(in kg,lit,etc). usually uncountable nouns do not take plural forms such as Rises, Sugars, it is although in some special cases, which we will explain later they can take plural forms.(e.g.,sugars,teas,etc). We can use use numbers (one,two,three,etc) with countable nouns and se think like one pen ,two pen it is easy but we cannot use numbers with uncountable nouns that is we cannot say things like one milk, two milks etc. also...
